As of today, December 1, 2025, Those who need to apply for a passport will no longer be able to use the postal bulletin. The procedure enters a more modern phase and retires one of the slowest and most cumbersome tools in Italian bureaucracy.
How it will be paid for from now on.
In this article:

Payment is to be made by digital channels o enabled counters: home banking, payment apps, post offices, banks, tobacconists, and receivers. The only thing that disappears is the paper form, while the sequence of application steps remains the same.
If payment has already been made by bulletin before December 1, the receipt remains valid And there is no need to redo anything.
It also changes, slightly, the cost

The amount increases from 42,50 € a 42,70 €. The actual increase is therefore by 20 cents, a minimal but useful change to be aware of. The obligation of the stamp, which is unchanged and is added to the cost of release as usual.
Why does this change come

The postal bulletin was out of step with today's standards, while the new channels allow immediate payments, electronic receipts, and more streamlined paperwork.
What changes for those who have to do it
It basically only changes the way to pay. Time, validity and procedure of the document remain the same. The most antiquated part of the application, the bulletin, is eliminated, making the whole process a bit more modern and less cumbersome.
