This choice is really incomprehensible; it would make sense if noncitizens/residents were banned from entering, whereas these restrictions are illogical: Americans can go wherever they want, but everyone else is banned from entering the US.

The same applies, for example, to someone who decides to fly to Mexico, where infection figures are high, spend two weeks in Cancun by the sea and then leave to spend Ferragosto in Miami or Los Angeles.
